Even though our smart devices know when to change the clocks, there’s always one “dumb” clock you miss. It’s probably your stove or coffee pot. Maybe the clock in your car. Whichever one it is that frustrates you, this could be the last year you have to change it if Roswell Senator Cliff Pirtle gets his way.
His bill to make Daylight Saving Time permanent easily passed the Senate and has its only House hearing tomorrow. But, thanks to a quirk in federal law, the person who gets the final say on New Mexico’s time isn’t the legislature or even the governor: it’s Pete Buttigieg. Really.

The best of independent journalism this week.
Cold windy Sundays are great days to spend on the couch catching up on your reading. At The Paper., we love being an independent news outlet. It means we can spend time on stories corporate news outlets don’t have time for. And we can help share great stories from other independent outlets we think are doing great work. Here’s our wrap-up of some of our most-read and favorite independent news stories this week.

What We’re Watching Next Week
The State Legislature has less than a week until they adjourn sine die at noon next Saturday. The clock is ticking on a number of big-ticket items including the state budget, cannabis legalization, health insurance changes and more. Watch for these big topics this week:
Legalization: The Senate Judiciary Committee will take up the Republican legalization plan today. That discussion will likely include ways to incorporate a few GOP ideas into HB12, the Democrat-led bill which will be discussed today and could be heard in committee as early as tomorrow. Watch for both bills to move forward separately or perhaps in some hybrid form, setting up a Senate floor fight later in the week.
Health insurance changes: A bill to help more than 100,000 uninsured New Mexicans find affordable insurance has lots of support, but little time. See how you can help. [A paid message from Health Action NM]
Deb Haaland’s confirmation vote is scheduled for tomorrow in the US Senate. If confirmed, she could resign her seat in Congress this week. That kicks off a 90-ish day schedule of proclamations, inter-party votes and a special election to replace her.
